There are many State and Federal transportation funding sources available to municipalities. To aid in the understanding of some of these programs, CRCOG has prepared a Guide to Transportation Funding Sources for Municipalities. Additional information is provided on the STP-Urban, STP-Enhancement, and Local Road Accident Reduction programs below. Local Road Accident Reduction Program
2012 Program Solicitation: CRCOG is inviting municipalities to submit proposals for projects to be funded under the Local Road Accident Reduction Program. The Council of Governments’ role in the program is to solicit proposals from the towns, conduct the initial screening of proposals, and identify those which will be forwarded to the Connecticut Department of Transportation (ConnDOT). These proposals will then be evaluated by ConnDOT and ranked by benefit/cost ratio. Proposals are due June 15, 2012.

STP-Urban Program
The STP-Urban program is one of several Surface Transportation Programs (STP) that provide funds for projects not on the Interstate System or the National Highway System (NHS). The funds are intended to benefit minor arterial and collector roads in urban areas. Funds can be used for a wide range of projects including roadway widening, roadway reconstruction and transit projects. CRCOG, rather than the Connecticut Department of Transportation (ConnDOT), has primary responsibility for determining how to spend STP-Urban funds in the Capitol Region (Hartford urban area.)
2011 Program Solicitation:
The CRCOG Policy Board accepted a total of nineteen (19) projects for funding under the STP-Urban program at their December 13, 2011 meeting. These projects consist of nine traditional proposals, four pavement rehabilitation proposals, two stand-alone sidewalk proposals, two bicycle and pedestrian proposals, and two non-traditional proposals totaling approximately $26,210,000 worth of projects. In addition to two regional projects, thirteen (13) towns are expected to receive a portion of these monies: Bloomfield, East Hartford, Farmington, Glastonbury, Granby, Hartford, Manchester, South Windsor, Stafford, Tolland, Vernon, West Hartford, and Windsor.
Selected Project Proposals are being forwarded to ConnDOT for review and scope and cost estimate refinements. The Towns will then be asked to conduct public meetings and begin design, which is expected to take between 2-1/2 to 3 years. Funding for most of these projects is expected to be available during and following Federal Fiscal Year 2014.

STP-Enhancement Program
The STP-Enhancement Program is designed to help expand transportation choices and enhance the transportation experience. Federal regulations define categories of eligible activities including pedestrian and bicycle infrastructure and safety programs, scenic and historic highway programs, landscaping and scenic beautification, historic preservation, and environmental mitigation. All activities must be transportation related, but they can also support broader goals such as creating sustainable and livable communities.
Beginning in 2011, the Connecticut Department of Transportation reserved half of Connecticut's STP-Enhancement Funds for bicycle and pedestrian projects to be administered by the Department. The remaining funds were allocated to the Regional Planning Organizations to program in conjunction with their member municipalities. For its share of STP-Enhancement funds, the Capitol Region Council of Governments is directly responsible for soliciting applications from member towns, reviewing and ranking the applications, and providing ConnDOT with a priority listing of the recommended projects.
2011 Program Solicitation:
In October 2011, CRCOG issued a request for STP-Enhancement proposals for projects to be funded with Federal Fiscal Year 2013 through 2016 funds. All interested agencies were requested to submit project applications by December 2011. A total of five projects were submitted from towns within the region. In reviewing the projects, CRCOG considered how well an application was prepared, whether all documentation was included, and how well the projects fit the eligibility requirements and general objectives of the program.
The Transportation Committee approved the CRCOG staff recommendation of having all five towns make presentations, and at the conclusion of the interview process, each project was ranked by averaging the individual ratings assigned by committee members. In February 2012, three proposals representing projects from Bloomfield, Manchester and Rocky Hill were submitted to ConnDOT for funding.
