Urban Growth and Housing: What Can Hartford Learn From Other Cities?

On behalf of the Barney School of Business, University of Hartford and the Lincoln Institute of Land Policy we invite you to attend a free symposium entitled: “Urban Growth and Housing:  What Can Hartford Learn from Other Cities.”

Two vice presidents from the Federal Reserve system and other urban growth experts are coming to the University of Hartford to offer some ideas and experiences that may help spark greater economic activity and revitalization in Connecticut’s capital city. Taking part in the panel discussion will be Yolanda Kodrzycki, Vice President and Director, New England Public Policy Center, Federal Reserve Bank of Boston; Andrew Haughwout, Vice President and Function Head, Research Services, Federal Reserve Bank of New York; and Dan McMillen, University of Illinois, and Visiting Fellow, Lincoln Institute of Land Policy. Tom Condon, columnist and editor of the “Place” section of the Hartford Courant, will serve as moderator.

The lecture is co-sponsored by the University of Hartford’s Barney School of Business, and the Lincoln Institute of Land Policy based in Cambridge, Mass. The panel discussion is free and open to the public, and will take place on Tuesday, March 8, from 8 a.m. until noon.

Kodrzycki, who has been working with officials in Springfield, Mass. to help try and revitalize that city, will share her experiences and speak about how similar efforts could be made in Hartford. Haughwout will talk about housing prices and home equity, and McMillen will talk about the unpopularity of the property tax.

This workshop will focus on practical ways of reclaiming existing strip commercial areas, often characterized by dysfunctionality and visual blight.  Multiple strategies blending the twin disciplines of Conservation Design and New Urbanism will be discussed for rebuilding these corridors, gradually increasing their functionality and attractiveness.  These concepts offer significant opportunities for commercial and mixed-use redevelopment, particularly in areas with existing infrastructure, increasing the viability of businesses, service providers, and current/future public transit lines.

Since September 2008, the Capitol Region Council of Governments and the communities of Bloomfield, Manchester, South Windsor and Tolland have been working in partnership with the U.S. EPA and the consulting firms of Wallace, Roberts & Todd LLC and Jonathan Rose Companies to produce three foundational documents for the region on Sustainable Communities:

This body of work along with other recent sustainable development studies in the Capitol Region have helped to inspire the newly-formed CRCOG SUSTAINABLE COMMUNITIES INITIATIVE.    At this event we will formally kick off the initiative and provide a site level glimpse of what sustainable development could look like in the Capitol Region through a presentation by Wallace Roberts & Todd LLC of From Grey to Green, a report focusing on potential green infrastructure techniques at the vacant Parkade shopping center site in Manchester, CT.

Redesigning the Edgeless City is a professional development Course that includes creating compact, mixed-use centers as focal points of communities, limiting carbon emissions through regional and locl design, and incorporating green infrastructure into the suburban and urban landscape.

Sustainable Development for Capitol Region Municipalities

This unique two-part program focused on several Capitol Region sites to help attendees envision a sustainable approach to development which includes mixing uses, mixed income housing, and green building techniques.  The effort was being sponsored by the Capitol Region Council of Governments and the U.S. Environmental Protection Agency, and has been funded by an EPA Smart Growth Implementation Grant to provide a high-quality program at no cost to participants.

The workshop was conducted by three nationally-recognized firms:

  • Terra Firma Urban Design, a firm that will offered Julie Campoli, an expert in helping communities envision the beauty and livability of denser, more compact development through her workshop, Visualizing Density. 
  • Jonathan Rose Companies, a firm whose experience as both planner and developer of green, mixed-income transit-oriented projects in Connecticut and around the country has helped them to meaningfully engage communities on projects to ensure that they are place-based and supportive of the local community fabric.
  • Wallace, Roberts & Todd, a firm whose expertise in neighborhood design and affordable housing is evidenced by their leadership in neighborhood revitalization efforts in more than 100 communities across the country, the result of which has been over 6,000 new and rehabilitated homes for low- and moderate-income households

Local partners involved in the planning and implementation of this project included:
