Regional Web-based GIS

Job Order Contracting (JOC)

In partnership with the Capitol Region Purchasing Council, the Municipal Services Committee is aiding in the effort to establish a Job Order Contracting program for CRCOG and CRPC members. 

JOC is a procurement tool for securing an indefinite quantity of on-call construction and construction-related services, typically covering repair, maintenance, and smaller-scale construction/renovation work.  By using JOC, communities no longer have to go out to bid separately for all of their small and medium-sized construction projects.  A single competitive solicitation is issued covering thousands (or hundreds of thousands) of construction task items that then become a task catalog with line items and pre-set unit prices.  Vendors submit two sets of pricing through an adjustment factor (+/-) on these pre-set unit prices for work performed during regular business hours and work performed outside of regular business hours.

Vehicle Maintenance Operations were evaluated in 22 communities in the capitol region. A findings forum was held from which a users group was formed to meet periodically. Non-Tax Revenue Source Study:  Discover Untapped Revenue Sources!
CRCOG is pleased to announce the availability of its regional study concerning the use of non-tax revenue by local governments to offset departmental operating expenses.  The results of this research effort are published as a compendium of comparative data that: highlights the vast differences in charging schedules employed by the 29 communities surveyed; identifies new sources of revenue in use by some communities; and confirms the prescriptive, yet permissive nature of the Connecticut General Statues should municipalities look to update their non-tax revenue schedules.   The information from this study is available on our Publications page.  Click here to download your free copy today.
