Summary: CRCOG Electricity Reverse Auction, July 14, 2009

The Capitol Region Council of Governments conducted a reverse auction for its CRCOG Electricity Consortium on July 14, 2009 with an estimated savings of over $400,000 for its members over a two year contract term. Over 41 million kWh were auctioned for 14 municipalities, boards of education, and agencies participating in the first reverse auction for this consortium conducted by CRCOG consultant World Energy Solutions, Inc. (NASDAQ: XWES).

The CRCOG Electricity Consortium, a Capitol Region Purchasing Council program, created pricing groups with various green power requirements (7% for ten of the members, the state minimum, and 20% for the remaining four, the state minimum plus 13% additional, who are 20% by 2010 communities). The green energy was acquired Class A-1 Certified Green Energy through the auction to comply with requirements of the 20% by 2010 program. The pricing for accounts in the auction was “all in” which controls costs for 11 fees that make up electricity costs. This does not include the utility delivery charge.

Savings estimates were based on average current market pricing (Price-to-Compare, below) prepared by World Energy for fair market value of the consortium’s load profiles. Current utility rates are even higher and a price comparison would reflect even greater savings. CRCOG and World Energy’s fees are based on these savings figures on a sliding scale.

Capitol Region Purchasing Council members who participated in this auction included: CRCOG, the Eastern CT Health Network, the Greater Hartford Transit District, Town of Bloomfield, Town of Bolton, Town of Bolton BOE, Town of Canton, Town of Canton BOE, Town of Darien/BOE/Library, Town of East Granby, Town of Newington, Town of North Branford, Town of Plymouth, Town of Wethersfield, and the Wethersfield BOE.

NATURAL GAS
Building on the enterprising success of CRCOG's Natural Gas Pilot Initiative, the now permanent program stands as the largest municipal aggregation of its kind in Connecticut, with more than 30 members. To date, the Consortium's participants have registered substantial savings over comparable utility rates by contracting with a marketer and have the peace of mind that their budget is predictable over the fiscal year.

Looking to control your own energy costs? Please contact Jennifer March-Wackers at jwackers@crcog.org and learn more about joining the Consortium.
