Route 305 Corridor Study

 
Project Overview:

CRCOG has concluded the Route 305 Corridor Study in the Towns of Bloomfield and Windsor with assistance from the Connecticut Department of Transportation (ConnDOT) and consultant Clough Harbour & Associates (CHA).   

The study goals included (1) investigate transportation, traffic, transit, access management and pedestrian/bicycle alternatives to improve safety and reduce delays and congestion, (2) provide for future, orderly growth and development of vacant and  underutilized land in the study area to achieve a more compact transit and pedestrian supportive transportation system, (3) evaluate the feasibility of extending Route 305 from its present terminus at Route 187 to Route 189 in Bloomfield, and finally (4) evaluate the ability of Interstate 91, Interchange 37 to safely and efficiently accommodate existing and future traffic while minimizing traffic impacts.  The final plan successfully accomplished these goals while also reflecting comments from the towns, stakeholders, and the public.  Both town councils in Bloomfield and Windsor have approved the final plan.

Although the plan recommendations have solid engineering principals behind them, actual construction drawings must still be advanced separate from this corridor study process.

Publications:
Public Open Houses/Workshops:

Public Involvement and stakeholder input are key components to the successful advancement of our corridor studies. The first public meetings to inform residents of Windsor and Bloomfield about the preliminary existing conditions findings and discuss their thoughts and concerns were held on April 3, 2008 in Windsor and April 9, 2008 in Bloomfield. Public attendees were able to walk through a display of maps and boards explaining existing transportation and land use conditions as well as participate in a series of exercises geared toward seeking their input.

The second public meetings were held on January 29, 2009 in Windsor and February 5, 2009 in Bloomfield. These meetings presented preliminary alternatives for Route 305 and sought feedback from the public on these potential options. Attendees were able to review diagrams and boards explaining proposed long and short term alternatives for the study area while discussing benefits and concerns with advisory committee members and project team members

The final public meetings provided an overview of the draft study recommendations.  These meetings were held on June 8, 2009 in Bloomfield and June 10, 2009 in Windsor.  Public attendees were able to review boards summarizing the study findings and recommendations and view a presentation of this material.  The open house and presentation question and answer period of each evening encouraged comments from all attendees.

Valuable comments from the public were received throughout the study period.  The Advisory Committees and Project Team thank you for your feedback and involvement in the development of the study recommendations.

Advisory Committee Meetings:

The Advisory Committee assisted the project team by guiding the study process.  The Committee primarily consisted of municipal representation from town commissions and town staff as well as individuals representing the residential and business perspectives of the corridor.  The committee discussed technical data presented to them and provided input throughout the process.

Steering Committee Meetings:

The Steering Committee assisted the project team in coordinating the overall study recommendations at key study milestones.  The Steering committee was composed of representative members from both town Advisory Committees.  The Committee discussed data, future alternatives and project priorities presented to them and provided input into the coordination of the bi-town study process.
