Route 3 Traffic and Development Study

|
| Project Overview: |
The Capitol Region Council of Governments (CRCOG), the Connecticut Department of Transportation (ConnDOT) and the Town of Rocky Hill are completing a study to address transportation deficiencies along the Route 3 corridor and surrounding areas in the Town of Rocky Hill. The primary road segments included in the study area are Route 3 south of Route 160 (New Britain Avenue), West Street including its interchange with I-91 (Interchange 23), and Brook Street.
The purpose of the study is to ensure safe and efficient operations of vehicles, pedestrians, and bicyclists within the study area. A comprehensive review of existing and future traffic conditions has been performed to identify area needs and deficiencies. In response, transportation recommendations have been developed under the guidance of a Technical Review/Steering Committee (TR/SC). These concepts, which are described in the draft report below, are the product of input from members of the public, business community, stakeholders, elected officials, and town staff.

| Public Meetings: |
The study has provided several opportunities for public comment including four public meetings held at critical milestones throughout the study. Meeting information is provided below:

| Chamber of Commerce Meetings: |
The study team provided updates to and requested feedback from the Chamber of Commerce during the alternatives development phase. Information on these sessions is provided below:

| Town Council Presentations: |
Two Town Councilors, Larrye de Bear and Frank Szeps, served on the study advisory committee (TR/SC), taking an active role in the development of recommendations. The study team presented to the full Council during the alternatives development phase and also at the close of the study to describe the full set of recommendations. Additional details on these meetings are provided below:

| Final Report |
This draft of the Final Report has been prepared to address transportation deficiencies and needs within the study area. The report is a result of comprehensive data collection, technical analysis, and concept development efforts, which relied heavily on an extensive public outreach program. Key elements of the Draft Report were presented at the November 13th Public Meeting.
